To
carry out national policies,laws and regulations concerning foreign trade,economic
cooperation and investment,make detailed measures and schemes to promote the city's
foreign trade,economic cooperation and investment, and perform these measurements
and schemes after approval by the city government.
To
make medium & long-term plan and development strategy concerning the city's
foreign trade and perform them; supervise and analyze the operational conditions
of the city's foreign trade, coordinate relevant departments to optimize foreign
trade structure by way of economic means or administrative measures.
To
make practical research on import and export trade,investment and introduced technology,equipment
etc.,put forward correct pertinent policies and comments.
To
direct and coordinate the affairs concerning city's foreign trade,administer the
import and export of commodities,services,science and technologies and goods-processing;manage
export quota,examine,approve and report import and export licence registration
to higher government;manage and direct Ruian enterprises registered overseas and
branches of foreign enterprises in Ruan;manage and organize fairs and exhibitions
concerning foreign trade and economyl;be responsible for management of the industry
of international transportation agency in the city,examine,approve and declare
the rights as international transportation agencies.
To
manage the whole city's import and export of machinery and electronic products
and their bidding affairs;direct the construction of production system for export
of machinery and electronic products;direct the technological transformation in
freign trade enterprises and the export of hi-tech products.
To
participate in making medium and long-term plans and development strategies for
the city's foreign investment,put forward guideline with regard to scale,direction
and production for the city's foreign investment;compile investment project database
for the city, organize investment and negotiation activities,direct and manage
absorbtion of foreign trade;be responsible for examination and approval of foreign
investment contract and articles of association;manage relevant affairs of foreign-invested
enterprises;coordinate relevant departments to examine,approve and declare in

and detailed measure for the strategy of "Going Overseas",and perform
them after approval by the city government;be responsible for examination and
approval of Ruian's investment projects and institutions in other countries,direct
the advanced industries and specialized markets to develop processing trade and
establish branch markets abroad,particpate international allocation and competition;regulate
the investment-inviting activities from specialized markets abroad;regulate foreign
economic and technological cooperation business of foreign project contract,service
cooperation,design and consultation.
To
be responsible for announcement and consultation of WTO rules, and affairs of
anti-dumping,anti-subsidy and safeguarding measures;investigate great disputes
of international trade,be responsible for direction and coodination of responding
to accusation of anti-dumping,anti-subsidy and safe-guarding measures.
To
be responsible for foreign trade and economic statistics and information publication
and consultation;be responsible for standardization and informationization of
foreign trade and economy;be responsible for examination and approval of international
development capital and export subsidy of medium and small scale enterprises;be
responsible for administration of foreign trade and economic development fund;coordinate
management of export refundable VAT and foreign currency;direct accounting affairs
of foreign trade and economic industries.
To
Regulate the affairs of Ruian Chamber of International Commerce and foreign invested
enterprise associations etc.;direct the foreign trade enterprises to establish
modern enterprise system;coordinate the customs,inspection and Quarantine and
foreign currency control units to do relative affairs.
To
prepare,examine and approve foreign trade and economic visit plans, and organize
the delegations under entrustment of the city government, entertain economic and
trade delegation from foreign countries or regions, be responsible for political
examination of persons who intend to go abroad and work in the city's foreign
trade departments.
To engage in
